Splatsin Child Welfare By-law Scoping Review


Kukpi7 Christian and Council wish to announce the Splatsin Child Welfare By-law Scoping Review. The scoping review will answer the question: How has the community enacted a community driven, jurisdiction-based child welfare system and what is required to fulfil that vision for the Secwepemc Nation?

Between 2011-2014, the Shuswap Nation Tribal Chiefs developed a Secwépemc Nation jurisdiction focused, community driven approach through the Stsmémelt project. Now, the Chiefs wish to integrate the findings from the four-year Stsmémelt Project with the best practices of the Splatsín child welfare by-law model approach to child welfare. The purpose is to highlight this best practices model to the province and the federal government in asserting our right to jurisdiction over our children and families.

The Chiefs have contracted Dr. Raven Sinclair and Dr. Sarah Nickel to complete a report that will highlight the strengths, challenges, and uniqueness of the Splatsín by-law and Secwépemc based child welfare program. We invite community members to contact Raven or Sarah if you wish to provide information about the Splatsín child welfare program. They especially wish to talk to foster parents, adults who have aged out of the system, current and former workers in the program, and any community member who wishes to contribute.
