Splatsin is looking to fill this important role within our community as a key part of the Splatsin Organizations Administrative Department team.

Working withing a multidisciplinary team, the Administrator will guide the overall direction of Splatsin, providing leadership that aligns with our mission, values, and strategic plans.

PURPOSE AND KEY FOCUS

The Administrator, reporting to the Splatsin Chief and Council, provides leadership in strategic planning, advises on policy, implements work plans and is responsible for the effective and efficient operation of Splatsin. The Administrator will be expected to strategically manage all departments, , in an efficient and effective manner, within budget and time parameters while being guided by Splatsin Laws, Policies and Procedures.

JOB SUMMARY

The Administrator will direct the overall operations of SPLATSIN providing leaderships that aligns with Splatsin’s Strategic and Comprehensive plans, while being guided by their mission and values.  The Administrator will develop positive relationships within the Splatsin Organization and within the Splatsin Community that promote and support our Strategic Plans while maintaining sound financial practices governed by Splatsin Financial Administration Law. 

JOB DUTIES AND RESPONSIBILITIES

  • Develop, recommend, monitor, and have oversight and control financial plans, budgets (annual and multi-year), and audits by interpreting and advising on the strategic plan direction, and on the goals and objectives set by Chief and Council
  • Supervise Splatsin Directors and Managers and have oversight of Program Services
  • Conduct job duties in accordance with Splatsin Law, Policies and Procedures.
  • Maintain high-level confidentiality
  • Access and secure additional funding, as available
  • In conjunction with Chief and Council, lead/organize and participate in on-going community planning, which includes community development, strategic community planning, improving operations and program delivery, land use planning, social and education development and public works and emergency services.
  • Work with Department directors and leads to foster development of band member staff, including improving recruitment and retention strategies.
  • Advise, inform, and liaise with Chief and Council and implement Chief and Council decisions
  • Report to other government departments and agencies, as required, regarding all program-funded areas, including social-services, education, and capital
  • Develop and maintain working relationships with all stakeholders, including the local community and other levels of government
  • Lead in the Development and maintenance of a system of records and archives
  • As needed, research, recommend, develop, implement, enforce, review and revise upon Chief and Council’s approval Band policies and procedures documents, Laws and By Laws.   
  • Interpret and apply applicable legislation, regulations, and agreements
  • Perform other duties as required but not limited to: dispute resolution; crisis management; advocacy; and management systems development and maintenance
  • Foster a positive, safe and secure working culture, inclusive of all persons, by ensuring employment policies, procedures and practices are current, upheld and clearly communicated
  • Participates in community events as requested

QUALIFICATIONS, SKILLS AND EXPERIENCE

Education

  • Master’s degree in Business Administration or a Master’s degree in a similar field,
  • Bachelor’s degree, preferably in Business Administration, with extensive business experience
  • An equivalent combination of education and experience may be considered

Experience

  • 10 years of experience in an executive or senior role in a Private or Public organization, with at least 5 years in a senior role in a British Columbia First Nations Government/Administrative setting
  • Understanding of British Columbia First Nations financial processes, including Minister of Indigenous Services and Minister of Crown- Indigenous Relations
  • Understanding of First Nations Title and Rights in British Columbia
  • Demonstrated experience with strategic planning, program evaluation and implementation
  • Experienced in First Nations Community Development

WORKING CONDITIONS

Physical Demands

The Administrator may spend extended periods sitting at a desk. There may be some lifting of supplies and materials from time to time. The Administrator may be required to travel and may work extended or flexible hours as required.

Environmental Conditions

The Administrator will have to manage several projects at one time, and interruptions may occur frequently. The working environment can be busy and noisy, and the successful applicant will require excellent stress, prioritization, and time management skills.

Sensory Demands

Sensory demands include use of the computer, learning aids, and speaking much of the time. The office may be noisy and busy making it difficult to concentrate.

Mental Demands

The Administrator will need to maintain a calm, respectful yet firm demeanor requiring cognitive effort to deal with various behaviors and needs of employees, clients and Splatsin membership. The Administrator will deal with a variety of tasks including oversight of financial management, communication, and human resources management.  May regularly face stressful situations due to the sensitive nature of the work conducted by the Splatsin Organization.

Commensurate equivalent to experience
