Under the direction of the Administrator, this position is responsible for the planning and controlling of the Financial Operations of Splatsin. This includes all aspects of financial management: accounting functions, financial and cash flow management, banking practices, financial reporting, investment management, grant management, budgeting, and audit processes.

JOB SUMMARY

Provide financial leadership to the Splatsin government and administration and oversee all budgeting, accounting, and financial activities to ensure efficiency of processing, accuracy of financial information, consistent service delivery, and achievement of financial objectives.  Acts as a member of Splatsin’s Finance and Audit Committee and in accordance with Splatsin’s Financial Administrative Law and Policies.

JOB DUTIES AND RESPONSIBILITIES

  • Administer and maintain the accounts and financial records of Splatsin and monitor receipts and expenditures and ensure overall reconciliation of finances
  • Monitor and evaluate financial health of Splatsin through established reporting and performance indicators and recommend opportunities to improve
  • Assist Administrator, Chief & Council and Program Directors with the interpretation of financial statements and provide strategic financial management and accounting advice
  • Steward the financial planning and budgeting process and make recommendations to address surplus or deficits
  • Prepare, analyze and evaluate monthly and annual financial information and reports to meet audit and legal requirements
  • Ensure appropriate financial systems, policies, procedures and internal controls are in place and make improvements as needed to ensure efficient and accurate processing and reporting
  • Ensure First Nations Financial Management board certification is maintained
  • Monitor agreements and funding arrangements and address areas of non-compliance
  • Develop and manage the finance budget and oversee purchasing of necessary supplies and equipment
  • Lead, direct, and manage the Finance Team which involves recruiting, assigning work, monitoring and evaluating work performance, coaching, training and ensuring staff professional development to ensure optimal performance
  • Assist departments with proposal writing by providing financial models and data
  • Liaise with band businesses and provide support to Administrator and Council on business activities and financial management guidelines for revenues
  • Maintain confidentiality regarding financial transactions and activities of Splatsin
  • Perform other duties as required

QUALIFICATIONS

Education

  • Bachelor’s degree majoring in Accounting or other related discipline
  • Professional accounting designation (CPA)
  • 10+ years of progressive finance/accounting experience
  • 3 years of financial management experience

Experience

  • Experience financing capital projects
  • Experience with AANDC funding
  • Experience with First Nations Financial Management Board and Associated practices
  • Previous experience leading and managing a team
  • Solid knowledge of accounting principles and auditing standards (GAAP, GAAS)
  • Proficient computer skills, Xyntax knowledge is an asset
  • Knowledge of MS Office is required
